In an official statement released in July, BetterAid puts forward civil society views to the Working Party on Aid Effectiveness (WP-Eff) in response to the first draft of the Busan Outcome Document (BOD). BetterAid notes that the document does reflect a number of key civil society concerns but does not adequately address the key challenges, findings and core messages demanded by civil society.


Among these concerns is a perceived lack of commitment to strengthen, and deepen, the principles agreed in the Paris Declaration and the Accra Agenda for Action. This may be because “to a large extent the draft Outcome Document ignores the huge wealth of work and evidence generated over the past three years by the broader multi-stakeholder process.”

The IBON/Reality of Aid (RoA) country outreach program increased its efforts to facilitate country consultations of CSOs, on the broad implementation of the AAA, to reach countries in Asia pacific, Africa and Latin America. The common objective of each of these consultations was to increase CSO involvement and engagement with government agencies, donor organizations and other aid actors in ensuring the effective implementation of the AAA and PD.

Newsletter Issue 4, May 2011

The country outreach is calling upon civil society organizations (CSOs) to embark on a global process to build a strong voice of peoples’ demands towards the Fourth High Level Forum (HLF4) in Busan. With respect to this, IBON/RoA’s country outreach team (CORT) is now actively engaging CSOs on BetterAid’s document: ‘CSOs on the Road to Busan: Key Messages and Proposals’, better known as the ‘CSO Key Asks’. The document, authored in cooperation with the Open Forum, aims to unite CSOs demands towards Busan and enable a strong lobbying position on the HLF4 outcome compact. CORT began in April to actively support the endorsement of the ‘CSO Key Asks’ and distribute, discuss and publicize the document at regional and national CSO consultations and workshops.

From mid-March to the last week of April, consultations were made with several civil society organizations (CSOs) in Central and South Latin American countries on the Reality of Aid (RoA) country outreach program on the broad implementation of the Accra Agenda for Action (AAA).  The objectives of each of these consultations was to: (a) introduce/orient country CSOs on the RoA Better Aid program, country CSO processes, and country research to engage AAA implementation, and (b) agree on next steps (activities, schedules) for country activities.
