CSO country-level engagement for development effectiveness

In the 2005 Paris Declaration (PD), Civil Society Organizations (CSOs) were acknowledged as potential participants in the
identification of priorities and the monitoring of development programs. However it did not yet recognize CSOs as co-actors
in development, with their own priorities, programs, and partnership arrangements. It thus failed to take into account the
rich diversity of social interveners in a democratic society and failed to recognize the full range of roles played by CSOs as
development actors and agents of change.
